Although the use of biofuels in the country has garnered a lot of criticisms and apprehensions, the Department of Energy (DoE) is still deadset on implementing increases in the blend for both biodiesel and biofuels.
The DoE has recently circulated a revised energy plan to various industry players and stakeholders. The revised energy plan details the department's intention to rev up the biodiesel blend from the current 2% to 5% within this year. However, it has not yet disclosed any information concerning the implementation parameters to the public. The only definite points given was the proposed biodiesel blend increment of 5% every five years. As such biodiesel blend is expected to increase to 10% by 2015; to 15% by 2020 and to 20% by 2025.
Biofuels, on the other hand, also has its share of increasing blends. The DoE remains convinced that the current 10% ethanol blend can increase its following (as well as its popularity among motorists) by next year. The ethanol blend will increase to 15% by 2015 and to 20% by 2020.
At present, the introduction of the E10 (10% ethanol blended gasoline) in the Philippine market was met with much skepticism as most Filipinos believe that its quality is not at par with that of regular gasoline. There were also some concerns raised over the need to modify exisiting vehicle engines to accommodate the ethanol blend. However, the DoE continues to devise forward plans for biofuels because they believe that this will contribute to the country's low-carbon and reduced energy consumption targets. The department is aware that regular petroleum products have remained "king" especially in the transport sector. This is partly attributed to the current lack of resources and infrastructure as well as the issues involving feedstock and sustainability in supply has made the biofuel industry a relatively "weak" spot. However, the department is constantly devising measures that will help the public recognize the benefits of biofuels particularly on the environment, sustainable energy and rural development.
